Working estimates—not final costings.
A genuine government Budget would require detailed Treasury and HMRC modelling of earnings, behaviour, employment, migration, tax avoidance and benefit interactions.
The programme envelopes must not simply be added together. Some figures are gross costs, some concern annual expenditure, some concern loans and others concern long-term capital commitments.
